BWV Advisory is led by Leanne Moorhouse, a former Police Sergeant with 20 years’ experience. Leanne served as the BWV Subject Matter Expert for Devon & Cornwall Police, the first force to secure a conviction using BWV evidence, all the way back in 2005. Footage will be added here soon

Leanne has spent the last three years supporting all UK police forces through her work with the National Police Chiefs Council (NPCC), providing national-level guidance and specialist advice on BWV. Her expertise has also been sought beyond policing, including support to the Home Office, Border Force, the rail sector and other organisations that rely on video technology in complex operational environments.
Leanne has represented the UK internationally through the Home Office, supporting BWV scoping, implementation and review in countries including Thailand, the USA, Brazil and the UAE, as well as other locations. This work has helped position the UK as a global leader in the effective and ethical use of BWV.
Since 2023, Leanne has authored the UK’s only national guidance on police use of BWV. In 2025, she contributed to the development of updated British Standards Institution (BSI) guidance on BWV. She also delivers a National Conference on BWV each year, where the latest guidance and learning is shared with attendees across policing and a wide range of other sectors, not just those in law enforcement.
Leanne regularly speaks at conferences and events internationally and has advised governments and organisations around the world. She is recognised as the UK’s foremost expert on BWV.
BWV Advisory was established by Leanne to meet a growing gap in specialist, independent expertise, particularly in sectors outside of policing that rely on video technology but lack access to informed governance, policy and operational support.
BWV Advisory exists to meet that need, offering independent, credible advice that supports trust, transparency and operational excellence.
